If there are not sufficient occupation troops on a planet to counteract the displeasure of the inhabitants then an uprising becomes a possibility. An uprising has a terrible effect on the planets production and output. Furthermore there is the likelihood of losing occupation troops. And losses of production facilities are not excluded.
